With the ideal of creating a neighborhood of economical, working-class housing, then-president Antonio Salazar ordered the creation of the Encarnação neighborhood in the 1930s....and today it remains a pleasant, closely-knit community. Chief engineer Duarte Pacheco (Secretary of State for Public Works) created an extensive area of symmetrical townhouses framed with green spaces and emphasizing easy access to three key points: the church, the school and the market. Neighbors tend to know each other in this quiet and relaxing quarter, frequently using the central market as the place to meet and catch up.
